The Quality Single Accountability Continuum (QSAC) is the New Jersey Department of Education’s (NJDOE) monitoring and evaluation system for public school districts. The system shifts the monitoring and evaluation focus from compliance to assistance, capacity-building and improvement. It is a single comprehensive accountability system that consolidates and incorporates the monitoring requirements of applicable state laws and programs and complements federally required improvements. The system focuses on monitoring and evaluating school districts in five key components that, based on research, have been identified to be key factors in effective school districts. Annually our school district must complete a Statement of Assurances or SOA on each of these five key areas. The Statement of Assurances serves as a guide for a self-evaluation of our district in each of the five areas.The five key components are Instruction and Program, Fiscal Management, Governance, Personnel and Operations. The results of the SOA are reviewed in each of the appropriate Board of Education Committees and then shared with the full Board of Education for approval for submission to the NJDOE. Public comment on the SOA is welcome.
Every three years districts also work with the NJDOE to complete an additional evaluation of the district called a District Performance Review (DPR). Well performing districts are eligible for an equivalency application of the three year review of the DPR process. In instances where the equivalency application is granted the DPR process is deferred for another three years.
